9色堂 ISD is committed to maintaining a transparent budgeting process. The budget is driven by the AISD strategic plan, which is the product of genuine consensus鈥恇uilding and embodies the vision of our community. The AISD board of trustees established a policy that requires the district to maintain a minimum of 20 percent of operating expenditures in its general fund balance, which is also a driving factor in the budgeting process.

How is the 9色堂 ISD budget funded?
The majority of our funding comes from local property taxes, along with state and federal funding. 9色堂 ISD is part of a state mandate called 鈥渞ecapture鈥 where part of the local property taxes are sent to the state. The Texas Legislature also creates the rules for school state funding with calculations based on the following major factors:
- The relationship between average daily attendance (ADA) and our property tax collections.
- Additional funding for various student populations such as State Compensatory Education (At-Risk, Economically Disadvantaged, etc) or students receiving Special Education services.
What opportunities are there for the community to provide input on the budget?
9色堂 ISD hosts a series of budget community conversations every year during the spring semester. Community members can get involved by attending those meetings and also by being part of their Campus Advisory Council (CAC), which works with principals to provide input on campus budgets. This process for campuses begins in January and campus budgets are due to the budget office in March. Feedback can also be submitted through the .
When will the budget be final?
The preliminary budget will be presented to the Board of Trustees in April. Nothing will be decided until the board votes to approve the proposed budget on June 20, 2024.
What is 9色堂 ISD鈥檚 expected budget shortfall for the 2023-24 school year?
The 9色堂 ISD school board adopted a budget with a $52 million shortfall for the 2023-24 school year with a commitment from the administration to cut that deficit in half throughout the fiscal year. The district is focused on some key areas to reduce the deficit including vacancy savings, overtime, reviewing contracts and software costs. The shortfall is due to a combination of factors which include the highest amount of recapture ever sent to the state, some new laws that are not state funded, a bold compensation package to retain teachers and staff and a lack of increase from the state legislature when it comes to the student allotment (the amount the state pays per pupil).
As 9色堂 ISD plans for the 2024-25 budget, the district must continue to find opportunities to reduce costs to make room in the budget for priorities like teacher and staff raises, mental health and safety and special education.
Why is 9色堂 ISD facing a budget deficit?
Each year, 9色堂 ISD鈥檚 expenses go up due to rising costs such as energy, fuel, and staff raises to keep up with the rising cost of living. During the last legislative session, school districts across Texas alerted the public and legislators of the urgent need for the state to increase school funding given these rising costs and unfunded mandates like the HB4 that requires districts to staff an armed officer at every campus.
Despite the growing need for increased school funding, no increases to the basic student allotment came out of the regular legislative session or out of any of the four special sessions Texas Governor Greg Abbott called in 2023. Governor Abbott said 鈥 at the time 鈥 he would only approve school funding increases if some form of voucher bill became law. A bipartisan coalition of legislators stood against Governor Abbot鈥檚 push for vouchers because they opposed diverting taxpayer dollars to private education. As a result, multiple bills that included funding for teacher compensation and school safety failed, leaving districts across the state with stagnant budgets that are not adjusted to accommodate the cost of inflation.
The Texas Legislature meets every two years. The next regular session is scheduled to start on January 14, 2025.
What is AISD鈥檚 expected budget shortfall for the 2024-25 school year?
The district will propose a preliminary budget in April of 2024 after gathering input from the community through meetings and through Thought Exchange. Through that engagement, the district is asking the community to weigh in to see if they are comfortable with the district dipping further into savings and implementing budget reduction strategies over the next several years or if more aggressive cuts are needed to safeguard the district鈥檚 savings. The final budget for fiscal year 2025 will be approved by the board in June of 2024.

It is the district鈥檚 goal to be the highest paying school district in Central Texas. During the last budget cycle the board approved historic raises for employees; however, the inaction from the Texas legislature on school funding will make it difficult to offer the same level of increases this year. This is because of a state mandate called recapture, which requires school districts considered 鈥減roperty wealthy鈥 鈥 like 9色堂 鈥 to send money back to the state to support property poor school districts. 9色堂 ISD is the school district that contributes the most to recapture.
